He said Russia was continuing to strengthen its military presence on the Ukrainian border with Belarus. In the last 24 hours, army and military equipment have been transported from different parts of Russia.
Russia, meanwhile, has sent 30,000 troops and warplanes across the border to conduct military exercises with Belarus amid ongoing tensions. John Kirby said the rehearsals are set to begin on Thursday.
Earlier, French President Emmanuel Macron claimed that it was possible to avoid war in Ukraine. He has met with Russian President Vladimir Putin to try to defuse the crisis in Ukraine. But at the end of the meeting, he said, a terrible day was ahead.
